POSITION SUMMARY:

Purchase materials, supplies, equipment and services in a timely fashion and of a quality and price consistent with Authority needs and in accordance with good purchasing principles and ethical standards. Procurements frequently exceed sixty five thousand dollars ($65,000), are complex, and many are formal solicitations. Process includes market research, specification development, locating vendors, solicitation, negotiation, price analysis, value analysis, award determination or recommendation, award and purchase order processing, and contract management.

MINIMUM REQUIREMENTS:

Bachelor degree in Business Administration, Public Administration or a related field and four (4) years of progressively responsible work experience in procurement, or an equivalent combination of education, training and experience. Experience must include two (2) years of soliciting bids and proposals and the use of formal advertising for major items and services. Experience processing solicitations in an e-procurement system required. Procurement experience in the public sector is required.
Working knowledge of the solicitation and award process for major purchases of commodities, equipment, and services using invitations for bid and requests for proposal required.

Must have a working knowledge of specification, statement of work and purchase description development, and skilled in vendor base development, product and service research, pre-award surveys, contract negotiations, and post award contract administration.

Must have familiarity with State of Florida Contracts, and statutes pertaining to public procurement.

Excellent verbal and written communication and intermediate to advanced Microsoft Office skills (Word, Excel, PowerPoint, etc.).

Must have a valid Florida driver’s license.

Certified Purchasing Manager (C.P.M.), Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) or an equivalent certification required at time of hire or within two (2) years of hire/promotion.

Procurement Specialist

JOB SUMMARY


Reporting directly to the Director of Purchasing, this is an advanced professional position responsible for administrative support and supervisory oversight relative to the Purchasing Department operations. Position performs specialized work in the purchase of goods and commodities used by the District. This position is responsible for properly executing the activities relating to purchasing and contract management aiding in the development and standardization of contracts and independently monitoring and maintaining all Districts contracts. Work is usually independent within a team environment and requires critical thinking and problem-solving skills.


Responsible for the management of assigned Purchasing Staff (Buyers, Purchasing Operations Coordinator and Purchasing Staff Assistant) to ensure effective, efficient and timely processing of purchasing operations. This position is responsible for coordination of activities in Purchasing by making sure that procedures are in compliance with District and State Policy Guidelines.
